Trademark Registration Cost in Uzbekistan in 2026: State Fees, Renewal and the Madrid System

State fee calculation for trademarks in Uzbekistan as of October 2026 under Law ZRU-600 and a BRV of UZS 440,000: filing, registration, additional classes, renewal, licenses and assignments, appeals, and the national application compared with the Madrid System.

As of October 2026, state fees for a trademark in Uzbekistan, from filing to the certificate, total UZS 5,104,000 for a company and UZS 2,992,000 for an individual per class of the Nice Classification. These are 11.6 and 6.8 base calculation values (BRV) under subparagraphs (a) and (b) of paragraph 12 of the annex to Law No. ZRU-600 “On State Duty”, with the BRV at UZS 440,000 since 1 September 2026. A foreign company or non-resident is required by law to act through a patent attorney. Through the Madrid System, designating Uzbekistan costs CHF 245 for the first class, on top of the WIPO basic fee of CHF 653 or more.

Key points

  • Company, 1 class: 11.6 BRV = UZS 5,104,000 in state fees under subparagraphs (a) and (b) of paragraph 12, from filing to the certificate; 3 classes cost 13.6 BRV = UZS 5,984,000. Check the exact amount of the second payment against the notice from the Intellectual Property Center, the IP office (see the caveat below).
  • Individual, 1 class: 6.8 BRV = UZS 2,992,000; 3 classes cost 7.8 BRV = UZS 3,432,000.
  • There are two payments. At filing you pay the filing and examination fee (a company pays 6 BRV for the first class). After the examination decision you pay 5.6 BRV for registration, publication and the certificate. You have three months for the second payment; after that it carries a 50% surcharge.
  • Renewal every 10 years: a company pays 6 BRV (UZS 2,640,000) for the first class and 4 BRV for each further class, which is four times the price of an additional class at filing.
  • A foreign company or non-resident pays the same rates as an Uzbek applicant but can pursue the case only through a patent attorney registered with the Ministry of Justice.
  • Madrid: CHF 245 is only the individual fee for Uzbekistan. An application designating Uzbekistan alone in one class costs at least CHF 898, plus the fee of the office of origin.

A trademark budget has three parts, and they should not be mixed up when you compare quotes.

  • State fees. They are set by law in multiples of the BRV (base calculation value; БРВ in Russian-language sources, BCV in some English ones) and go to the state. Their amount depends on three variables: who the applicant is (an individual or a legal entity), how many Nice classes (МКТУ classes in Russian-language documents) are claimed, and whether you met the payment deadlines.
  • Application preparation. A search for similar marks, selection of classes, the list of goods and services, a power of attorney, priority documents. The annex to ZRU-600 sets no fee for the information search used in accelerated examination; its amount is confirmed with the Intellectual Property Center on the filing date.
  • Prosecution. Replies to examination requests, objections, an appeal, and monitoring of payment and renewal deadlines. For a foreign applicant this includes the mandatory work of an Uzbek patent attorney.

At the start, the amount changes most with the payer category (6.8 or 11.6 BRV per class) and with a late second payment (plus 2.8 BRV for a company). Over a 10 to 20 year horizon, extra classes inflate the budget: a class costs a company 1 BRV at filing but 4 BRV at each renewal.

State fees for trademark registration in 2026

The calculation is based on subparagraphs (a) and (b) of paragraph 12 of the annex to ZRU-600 (version of 12 September 2026, checked on lex.uz in October 2026) and the BRV of UZS 440,000 set from 1 September 2026 by Presidential Decree No. UP-115 of 23 June 2026.

Total for 5 classes8.83,872,00015.66,864,000

For a collective mark the filing rates are the same. The reductions in Article 23 of ZRU-600, including 25% for small businesses, apply only to inventions and utility models and do not extend to trademarks.

One caveat. The note to subparagraph (c) (the wording is the same in the official Uzbek text) requires the first-year maintenance fee to be paid together with the registration fee. However, subparagraph (c) sets no annual rate for trademarks, and renewal under the Law “On Trademarks, Service Marks and Appellations of Origin of Goods” No. 267-II (the Law on Trademarks) is paid once every 10 years. That is why the calculation has no such line. If the IP office does include it in its notice, the second payment will be noticeably higher, so check the amount against the notice on the payment date.

When to pay and what a late payment costs

With the amendments of Law ZRU-1080 of 8 August 2025, payment works as follows.

  • At filing you pay the filing and examination fee: a company pays 6 BRV for the first class and 1 BRV for each further class. The IP office confirms payment through electronic systems.
  • If you have not paid for all classes, examination covers only the classes the payer selected. The missing part must be paid within three months of the notice. Without the top-up the mark is not registered, and the incomplete amount already paid is not refunded (Article 23 of ZRU-600).
  • After the examination decision, within three months of the date it was sent, you pay the second block, which covers registration, publication and the certificate: 5.6 BRV (UZS 2,464,000) for a company and 2.8 BRV (UZS 1,232,000) for an individual.
  • Payment after three but no later than six months increases the second block by 50%. For one class a company pays a total of 14.4 BRV (UZS 6,336,000) instead of 11.6, and an individual pays 8.2 BRV (UZS 3,608,000) instead of 6.8.
  • Registration is automatic once the fee is paid (Article 18 of the Law on Trademarks), and the electronic certificate with a QR code is issued the same day (Article 20).

The three months run from the date the decision was sent, not from the date someone read it, so a specific person should monitor the IP office’s notices.

Fees after registration: renewal, licenses and assignments

Actions with the mark after registration are charged under subparagraphs (c) to (f) of paragraph 12 of the annex to ZRU-600.

Extension of the deadline to reply to an examination request, per month0.40.8352,000
Restoration of a missed reply deadline241,760,000

Three practical takeaways.

  • Renewing a portfolio costs more than registering it. A company with five classes pays 15.6 BRV at filing and 22 BRV for renewal, or UZS 9,680,000 at the current BRV. The rate of 4 BRV for each additional class at renewal is the same in the Russian translation and in the official Uzbek text of the law (Uzbek text, ЎРҚ-600).
  • Renewal cannot be put off. The application is filed in the last year of the certificate’s validity (Article 22 of the Law on Trademarks). If the deadline is missed, six months remain on request, but the fee is doubled.
  • Licenses and assignments must be registered. An assignment agreement and a license agreement for a trademark are subject to registration with the Ministry of Justice (Article 30 of the Law on Trademarks), and the fee is paid before registration (Article 23 of ZRU-600). A franchise covering three marks in one agreement costs a company 10 BRV (UZS 4,400,000). If you buy shares, the mark stays with the same company; if you buy assets, it passes under a separate agreement. Build this into the structure of a company acquisition.

Appeals Council of the Ministry of Justice: what a trademark dispute costs

A refusal by the examination can be appealed to the Appeals Council of the Ministry of Justice. A competitor’s registration can be challenged in the council or in court (Article 24 of the Law on Trademarks). Early termination of a mark for non-use, by contrast, is possible only through the court (Article 25, part 3), where court state duty is paid, not the council’s fee. The council’s fees are set by paragraph 14 of the annex to ZRU-600, as amended by Law ZRU-1144 of 7 May 2026, in force since 8 August 2026.

FilingIndividual, BRVCompany, BRVCompany, UZS
Appeal against a decision of the Intellectual Property Center5104,400,000
Termination, cancellation, invalidation, or termination of an international registration in the territory of Uzbekistan6125,280,000
Recognition of a trademark as well-known in Uzbekistan8167,040,000
Extension of deadlines for submitting materials0.40.8352,000

An examination decision can be appealed to the Appeals Council within three months of the date it was made, and the council’s decision can be appealed to court within six months (Article 16 of the Law on Trademarks). For a company an appeal costs almost as much as registering one class, so checking the mark before filing is cheaper than a dispute. The reasons for refusals and how to answer them are covered in the article “Trademark Registration Refusal: Reasons and What to Do Next”.

National application or the Madrid System

Uzbekistan has been party to the Madrid Protocol since 27 December 2006, so a foreign rights holder can designate Uzbekistan in an international application filed through the office of their own country. From 12 April 2026, WIPO recalculated the individual fee for Uzbekistan in Swiss francs (Information Notice No. 22/2026): CHF 245 for the first class instead of 272, and CHF 100 for each further class instead of 111, for applications received by the office of origin from that date. The amount is tied to the exchange rate and may be recalculated, so check it in the WIPO fee calculator before filing.

At the Central Bank rate of 10 October 2026 (CHF 1 = UZS 14,315.85; the rate changes daily, so the UZS amounts are approximate), a Madrid application designating Uzbekistan alone in one class costs at least CHF 898, about UZS 12.86 million without the fee of the office of origin. That is roughly 2.5 times the national state fees for a company. Madrid pays off when Uzbekistan is one of many countries in the application: the basic fee is paid once, and adding Uzbekistan with three classes costs CHF 445, about UZS 6.37 million. Renewal follows the same logic: for Uzbekistan alone through WIPO it comes to CHF 776 for one class, against UZS 2,640,000 under the national procedure.

If the applicant is a foreign company

  • Only through an attorney. Individuals permanently residing abroad and foreign legal entities handle trademark registration through patent attorneys registered with the Ministry of Justice (Article 34 of the Law on Trademarks). Only a citizen of Uzbekistan permanently residing in the country can be an attorney, and their authority is certified by a power of attorney attached to the application.
  • Six-month priority. If the mark has already been filed in a country party to the Paris Convention, an Uzbek application received within six months takes the date of the first application (Article 12). Priority is claimed at filing or within two months of receipt of the application, and supporting documents must follow no later than three months.
  • Who becomes the rights holder. If a local subsidiary files for the brand, the subsidiary will be the rights holder, not the parent company. It is better to decide this before filing: a later assignment costs 20 BRV (UZS 8,800,000) for the first mark. The brand ownership structure is worth planning together with company formation in Uzbekistan and support for foreign investment.

After registration the mark can be entered in the customs register of intellectual property objects so that customs stops counterfeit goods at the border. This work is best run together with support for foreign trade and customs.

Timelines: from filing to certificate

StageTermBasis

Registration and certificateAutomatic on payment, electronic certificate the same dayArticles 18 and 20
Term of protection10 years from the filing dateArticle 21
RenewalApplication in the last year of validity, another 6 months on requestArticle 22

Under the statutory deadlines, and with no examination requests, a mark is registered roughly seven months after filing, or about two months by the accelerated route, plus the time needed to pay. This is not a guarantee: each examination request allows three months, or up to nine with an extension. If there is no reply and no extension request, the application is considered withdrawn (Article 13). A missed deadline can be restored on a request filed no later than two months after it expires; the fee is 4 BRV (UZS 1,760,000) for a company and 2 BRV for an individual.

What changed in 2025–2026

  • 1 September 2026: the BRV rose to UZS 440,000 (UP-115). The trademark rates in BRV did not change, but every UZS amount rose automatically, so calculations from last year’s materials are already inaccurate.
  • 8 August 2026: the new paragraph 14 of the annex to ZRU-600 on the Appeals Council fees (ZRU-1144) took effect; this law did not change paragraph 12 on trademarks. The same law lets a court, on the application of an interested person, terminate early the certificate of a liquidated legal entity or of an individual who died without heirs (part 5 of Article 25 of the Law on Trademarks).
  • 12 April 2026: WIPO recalculated the individual fee for Uzbekistan: CHF 245 instead of 272 for the first class and CHF 100 instead of 111 for each further class; renewal fees became CHF 123 and 82 instead of 136 and 91.
  • 1 January 2026: the 13th edition of the Nice Classification (NCL 13-2026) took effect. From 1 January 2027, NCL (13-2027) applies; WIPO has already published its preliminary version, and the lists of goods and services in 2027 applications are checked against it.
  • 9 August 2025: ZRU-1080 took effect. Payment of the fee is confirmed through electronic systems instead of a payment document; the mark is registered automatically on payment (Article 18 of the Law on Trademarks) rather than within three working days after the payment document is received; the renewal fee is paid when the application is filed (Article 22); and Article 23 of ZRU-600 was restated.

Calculation examples

The scenarios are illustrative and cover state fees only, as of October 2026.

Scenario 1. A Turkish household chemicals manufacturer enters Uzbekistan with a brand in classes 3, 5 and 21 of the Nice Classification. A national application through an Uzbek patent attorney costs 13.6 BRV, or UZS 5,984,000 in state fees, plus the attorney’s work. A Madrid application for Uzbekistan alone costs 653 + 245 + 100 + 100 = CHF 1,098, about UZS 15.7 million, plus the fee of the Turkish office. If the company is also registering the brand through Madrid in several other countries at the same time, Uzbekistan adds only CHF 445, and a local attorney is needed only if a provisional refusal arrives.

Scenario 2. A Tashkent coffee-shop chain registers a mark in classes 30, 35 and 43. For the company this is 13.6 BRV, or UZS 5,984,000; for the founder as an individual it is 7.8 BRV, or UZS 3,432,000, a difference of UZS 2,552,000. But if a year later the chain brings in an investor and the mark has to be moved to the company, registering the assignment agreement costs 10 BRV (UZS 4,400,000) at the individual’s rate or 20 BRV (UZS 8,800,000) at the legal entity’s rate, which is more than the entire amount saved. Missing the three-month deadline for the second payment would add another 2.8 BRV, or UZS 1,232,000, for the company.

Common mistakes that inflate the budget

  • Missing the three months for the registration payment. The second block becomes 50% more expensive, and without payment the mark is not registered at all. Put two dates in the calendar: three months from the date the decision was sent, and the start of the last year of the certificate’s validity.
  • Claiming classes “just in case.” An extra class costs a company 1 BRV now and 4 BRV at every renewal. In addition, for classes in which the mark has not been used for three years in a row, any interested person can seek early termination of protection through the court (Article 25 of the Law on Trademarks). How to choose classes is covered in the article “Nice Classes for a Trademark: How to Choose and Not Overpay”.
  • Filing without a check. The law does not name a refusal of registration as a ground for refunding the fee, and an appeal costs a company 10 BRV. The method is described in the material on checking a trademark for uniqueness.
  • Registering the mark to the wrong owner. A later assignment costs 10 to 20 BRV for the first mark.
  • A foreign company looking for an attorney at the last moment. Without representation the application cannot be filed, and while an attorney is being found, the six-month Paris Convention priority period may expire.

The filing procedure and the document package are described in detail in the article “Trademark Registration in Uzbekistan: Procedure, Timelines and Documents”.

How Pactum helps

  • We calculate the budget for your set of marks and classes: state fees at the current BRV separately, the lawyer’s work separately.
  • We search for similar marks and draw up the list of goods and services by Nice class, so that you do not pay for extra classes.
  • We prepare and file the application, answer examination requests, and monitor payment and renewal deadlines.
  • For foreign rights holders, we arrange representation through a patent attorney registered with the Ministry of Justice, both for national applications and for provisional refusals under the Madrid System.
  • We register license agreements and assignments, including in franchising and company deals.

Trademark registration with Pactum starts from UZS 6,000,000. What that amount covers for your set of classes, and how the state fees from the tables above are paid, we record in a commercial proposal before work begins. Portfolios, Madrid, replies to refusals, appeals and renewals are priced after we review the task. You can start calculating the budget for your brand on the page about trademark and patent registration or at a lawyer consultation: 60 minutes, UZS 300,000, credited toward the cost of the service.

FAQ

How much does a trademark cost for an individual entrepreneur in Uzbekistan?

The annex to ZRU-600 distinguishes only between individuals and legal entities and has no separate category for individual entrepreneurs. An individual entrepreneur is an individual, so the benchmark is the individual’s rates: 6.8 BRV, or UZS 2,992,000 for one class. Confirm the payer category at filing, and keep in mind that a mark registered to an individual entrepreneur belongs to them personally, not to a future company.

How much does trademark renewal cost?

Renewal for the next 10 years costs a company 6 BRV (UZS 2,640,000) for the first class and 4 BRV (UZS 1,760,000) for each further class, and an individual 4 BRV and 1 BRV. The application is filed in the last year of the certificate’s validity. During the six-month grace period after expiry the fee doubles: a company pays 12 BRV, or UZS 5,280,000, for one class.

Do foreign companies pay more than Uzbek ones?

No. Paragraph 12 of the annex to ZRU-600 has no separate rates for foreigners: a foreign company pays as a legal entity, 11.6 BRV for the first class. What costs more is the mandatory representation: foreign legal entities and persons permanently residing abroad act through an Uzbek patent attorney (Article 34 of the Law on Trademarks). When filing through Madrid, costs are counted in Swiss francs: CHF 245 for Uzbekistan on top of the WIPO basic fee.

Is the state fee refunded if registration is refused?

Article 18 of ZRU-600 does not name a refusal to register a trademark as a ground for refunding the fee, so you should not count on getting back the filing and examination fee. An overpayment, that is, an amount above what the law sets, can be refunded.

How much does a trademark in several classes cost?

Each class beyond the first adds 1 BRV (UZS 440,000) for a company and 0.5 BRV (UZS 220,000) for an individual; the other fees do not depend on the number of classes. For a company, 3 classes cost 13.6 BRV (UZS 5,984,000) and 5 classes cost 15.6 BRV (UZS 6,864,000).

Is there a discount for small businesses?

No. The reductions in Article 23 of ZRU-600, including 25% for small businesses, apply only to inventions and utility models. They do not extend to trademarks and service marks.

Can a mark be registered faster, and what does it cost?

Acceleration is possible only by agreement of the parties. If an information search for registrability is carried out, examination of the mark takes one month from the decision to accept the application for consideration, instead of six to seven months from filing (Article 15 of the Law on Trademarks). The applicant has no right to demand acceleration. The annex to ZRU-600 sets no separate state fee for acceleration, and the amount and payment procedure for the information search are confirmed with the Intellectual Property Center on the filing date.
