As of October 2026, Uzbekistan offers two paid residence permit routes with a fixed price: a payment of $250,000 (plus $150,000 for each family member) under clause 26 of Presidential Decree UP-67 of 18 April 2025, or the purchase of real estate worth from $100,000 to $300,000, depending on the region, under Decree UP-5611 — for citizens of 111 countries. We found no published act on the payment procedure under UP-67 as of 12 October 2026, so it has to be checked on the filing date. For investors in manufacturing, Law ZRU-692 provides a 10-year ID card on terms set by the President, while the investor visa, the IT visa and the TIFC visa give long-term stay without a residence permit. The special tax regime for $50,000 gives registration for up to 5 years but not a residence permit, and no route on its own leads to citizenship.

Key points

  • The paid residence permit costs $250,000 and $150,000. The figures of $200,000 and $100,000 come from an initial report by the Ministry of Justice that was later corrected.
  • A family member is a spouse, child or parent. The residence permit is issued for 5 years; we found no published act on the payment procedure as of 12 October 2026 — check it on the filing date.
  • Real estate: from $100,000 to $300,000, depending on the region, and only for citizens of 111 countries. A new-build purchase "without a residence permit" under UP-101 does not give the right to a residence permit.
  • An investor who contributes 8,500 BRV or more (about UZS 3.74 billion) receives a visa of up to 3 years and works in their own company without a work permit.
  • The special tax regime for $50,000 exempts foreign-source income from personal income tax (PIT) and gives registration at the place of stay for up to 5 years, but it is neither a residence permit nor a visa.
  • A residence permit is not citizenship and not tax residency.

Abbreviations: UP — Presidential Decree; ZRU — Law of the Republic of Uzbekistan; PKM — Cabinet of Ministers Resolution; BRV — base calculation value (UZS 440,000 from 1 September 2026); TIFC — Tashkent International Financial Center.

Payment under clause 26 of UP-67: $250,000 and $150,000

Decree UP-67 (PF-67) of 18 April 2025 has no official Russian text: the Russian page on lex.uz refers to the Uzbek original. Clause 26, in our translation: "It is established that from 1 June 2025 foreign citizens and stateless persons who make a payment of USD 250 thousand, and each member of their family (spouse, child and parents) who makes a payment of USD 150 thousand, are issued a residence permit in the Republic of Uzbekistan for a period of 5 years under a simplified procedure."

  • The basis is the payment itself. The clause requires neither housing nor an investment in a company and does not define the legal nature of the payment, so calling it an investment or a donation is imprecise.
  • Open to all foreigners. There is no list of countries; the clause does not regulate children's age, renewal or a repeat payment.
  • The provision has not changed. The current edition of the decree dates from 10 June 2026: Decree UP-108 of 9 June 2026 amended clause 18, and clause 26 remained as it was.

The total by family composition (state fees for ID cards are not included — check their amount on the filing date):

Applicant and spouse$250,000 + $150,000$400,000
Applicant, spouse and two children$250,000 + 3 × $150,000$700,000

Where the $200,000 and $100,000 figures came from

On 19 April 2025 the legal Telegram channel of the Ministry of Justice named $200,000 for the applicant and $100,000 for a relative, and Spot.uz repeated this; on 1 May Spot.uz reported that the post had been corrected on 24 April to the amounts in the decree. The first version is still repeated by "golden visa" reviews and AI assistants, even though this is not a visa but a residence permit (in Uzbek, yashash guvohnomasi).

What is not yet regulated

We found no Cabinet of Ministers resolution or Ministry of Internal Affairs regulation on the procedure under clause 26 — neither on lex.uz nor in official news — as of 12 October 2026. Check this on the filing date.

  • Who to pay. The recipient, the account and the currency of the payment are not named.
  • Who issues the residence permit. Under Article 17 of Law ZRU-1074 of 10 July 2025, the migration and citizenship divisions of the internal affairs bodies, on a personal application; the procedure and the categories of persons are approved by the President.
  • Documents, deadlines, refusal. None of these is defined, nor is the fate of the payment in case of refusal.

What to do now: do not pay an intermediary, obtain a written answer from the migration division on the procedure, assemble a source-of-funds file and keep a fallback route.

Residence permit through a real estate purchase under UP-5611

Clause 5 of Decree UP-5611 of 5 January 2019, as amended by Decree UP-101 of 8 April 2022, gives citizens of the countries listed in Annex 6 the right to a residence permit when they buy real estate worth no less than the threshold.

Region of the propertyMinimum value
City of Tashkent and Tashkent regionequivalent of $300,000
Samarkand, Bukhara, Namangan, Andijan, Fergana and Khorezm regionsequivalent of $200,000
Republic of Karakalpakstan and the other regionsequivalent of $100,000

Annex 6 (as amended by Decree UP-52 of 15 January 2022) lists 111 states; which countries are on it and which are not is covered in the FAQ below.

Step by step: residence permit through real estate

  • Citizenship. Check your country against Annex 6 before choosing a property.
  • Property and price. Check the property, the seller and any encumbrances; build a margin into the price above the dollar threshold.
  • Transaction. Sign the contract and register title: without it there is nothing to confirm the basis for the residence permit.
  • Application. File it in person with the migration and citizenship division of the internal affairs body (ZRU-1074, Art. 17).
  • ID card and registration. After the residence permit is issued, register at the place of residence (Art. 15); after a change of address, within 10 working days (Art. 7).

Clause 5 does not describe the term of the residence permit or the status of the spouse and children — clarify them with the migration division before the transaction. For checks of the property and the seller, see the page on real estate and land in Uzbekistan.

A new build "without a residence permit" under UP-101 — a common trap

Clause 3 of Decree UP-101 of 8 April 2022 has, since 1 May 2022, allowed citizens of foreign states to buy properties under construction and new properties (excluding land plots) without having a residence permit; the list of such properties is approved by the Cabinet of Ministers. The thresholds are lower, but paragraph four of the clause, as amended by Decree UP-109 of 9 June 2026, states directly that such a purchase is not grounds for registration at the place of residence or for a residence permit.

Investor visa and the investor's ID card

The investor visa was introduced into Annex 5 to UP-5611 by Decree UP-5833 of 19 September 2019. It is available to foreigners who have invested at least 8,500 BRV (at the BRV on the date of the investment) in shares or participation interests of business companies, or in the creation of an enterprise with foreign investment. From 1 September 2026 the BRV is UZS 440,000 under Decree UP-115 of 23 June 2026, so the threshold is currently UZS 3,740,000,000.

Step by step: investor visa

  • Structure. Buy a stake in an existing company or create an enterprise with foreign investment; LLC registration by Pactum lawyers — from UZS 3,500,000.
  • Contribution. Contribute at least 8,500 BRV to the capital, not as a loan, and keep the payment documents and the registry extract.
  • Filing. The visa is multiple-entry, up to 3 years; it is extended without leaving the country on the enterprise's petition. Annex 5 does not name the authority or the review time — clarify them on the filing date.
  • Family. Spouse, parents and children receive guest visas for the same term.
  • Work. The investor works in their own organization in any position without permit procedures.

For more, see the page on company formation in Uzbekistan and the article on registering an LLC with a foreign founder.

Under Articles 9 and 10 of Law ZRU-692, founders of enterprises with foreign investment in manufacturing, and their families, are issued an ID card for 10 years (not longer than the validity of the passport) on terms set by Presidential decisions; the law does not name the amount of the investment.

IT visa and TIFC visas: when they beat a residence permit

The IT visa is a multiple-entry visa of up to 3 years with extension without leaving the country. Under the Regulation (reg. No. 3387, English text), as amended by order reg. No. 3387-1 of 6 March 2026, the $30,000 threshold applies to an investor in an IT company (investment or equity stake), a founder of an IT Park resident (equity stake), and an IT specialist or manager of a resident (income for 12 months or a year). Applications are filed through the web portal of the IT Park directorate (check the address on the filing date); see the article on the IT visa in 2026 and the page on IT Park residency.

Constitutional Law ZRU-1158 of 13 July 2026 gives persons of the Tashkent International Financial Center (TIFC) a visa of up to 5 years at the request of the administration (Art. 20). Article 13 introduces investment tax residency: the amounts will be set by acts of the TIFC Council, and the applicant must not have been a tax resident of Uzbekistan for 3 years before filing. See the article on TIFC.

How to choose: a family that needs a residence permit — real estate above the threshold, or the UP-67 payment once the procedure is published; a founder — the investor visa; an IT entrepreneur — the IT visa; a capital manager — TIFC (see financial licences in Uzbekistan); someone who keeps income abroad and is not ready to pay $250,000 — the special regime for $50,000 plus a visa.

After the residence permit: registration, taxes, citizenship

  • Registration. A residence permit holder registers at the place of residence in person, with the ID card and either the owner's consent or a lease agreement registered with the tax authority, and after a change of address does so within 10 working days (ZRU-1074, Arts. 7, 15 and 16; terminology under Decree UP-109 of 9 June 2026). For more, see the article on registration of foreigners.
  • Taxes. A residence permit does not by itself make you a tax resident: that depends on the number of days spent in the country. Since 1 January 2026 a special regime has applied under Decree UP-180 of 4 October 2025: income from foreign sources is exempt from PIT if the foreigner has paid a special fee of $50,000 and opened an account with a specially authorized bank of Uzbekistan or a crypto wallet on an authorized crypto exchange; for each adult close relative the fee is $10,000. Within the regime, a person who has spent more than 30 calendar days in the country in any 12 consecutive months and has housing here, owned or rented, is recognized as a tax resident. This is a tax status, not a residence permit: under clause 6 of the decree, the regime holder and relatives are registered at the place of stay for up to 5 years within one day, but the basis for stay — a visa or visa-exempt entry — is needed separately. For more, see the article on the special tax regime and the page on tax compliance.
  • Citizenship. Article 19 of the Law "On Citizenship" requires, among other things, renouncing any other citizenship, having a lawful source of income, knowing the state language and living in the country for 5 years continuously — under sub-clause (b), "from the day of obtaining a residence permit for a stateless person". How the term is counted for a foreign citizen with a residence permit is to be clarified with the migration authority; Article 21 also allows admission to citizenship in an exceptional procedure by decision of the President.

What changed in 2025–2026

  • 18 April 2025 — UP-67: a paid residence permit for 5 years from 1 June 2025.
  • 10 July 2025 — ZRU-1074: new procedure for issuing residence permits and for registration.
  • 4 October 2025 — UP-180: special tax regime from 1 January 2026.
  • 21 November 2025 and 6 March 2026 — PKM No. 734 and order reg. No. 3387-1: new IT visa thresholds.
  • 16 April 2026 — PKM No. 176: new edition of Annex 20 to PKM No. 86 from 1 July 2026.
  • 9 June 2026 — UP-109: new registration terminology, including in UP-101.
  • 23 June 2026 — UP-115: BRV of UZS 440,000 from 1 September 2026.
  • 13 July 2026 — ZRU-1158 on TIFC: visas up to 5 years, tax residency for investors.

Example: a family of five chooses a route

This is a hypothetical scenario. An Indian citizen, the founder of a logistics company in Dubai, is moving to Tashkent with his wife, two children and mother. From 1 September 2026 he can stay in the country without a visa for up to 30 days if he holds a valid multiple-entry business or tourist visa of the USA, the United Kingdom, the Schengen area or a number of other countries, plus an onward air ticket (Decree UP-180 of 29 August 2026, not to be confused with the tax decree of 2025).

  • UP-67 payment: $250,000 + 4 × $150,000 = $850,000; the money does not become an asset, and the payment procedure is not published.
  • Apartment in Tashkent from $300,000: India is on Annex 6 and the money stays in an asset, but the status of the wife, children and mother has to be agreed before the transaction.
  • A company with a contribution of 8,500 BRV or more: a visa of up to 3 years, guest visas for the family, work as a director without a permit.
  • Special tax regime: $50,000 + 2 × $10,000 for the wife and mother = $70,000 and an account with an authorized bank; if the conditions are met, dividends from Dubai are exempt from PIT, but the basis for stay remains the visa.

A working combination: a company and an investor visa right away; an apartment with a margin above the residence permit threshold; the special regime if large income stays abroad; and the UP-67 payment only after the procedure is published.

Common mistakes

  • A new build under UP-101 is bought in the expectation of a residence permit, although it gives no right to one.
  • After conversion at the exchange rate, the price of the property turns out to be below the regional threshold.
  • The contribution to the company is structured as a loan, so the investor visa threshold is not confirmed.
  • The applicant's citizenship is not on Annex 6, and this comes to light only after the property has been chosen.
  • The $50,000 fee is paid in the expectation of a residence permit, although the special regime gives only a tax status and registration.

FAQ

How much does a residence permit in Uzbekistan cost in 2026?

Under clause 26 of UP-67 — $250,000 for the applicant and $150,000 for each family member (spouse, child, parent), for a residence permit of 5 years: a family of four pays $700,000. Through real estate — a property from $100,000 to $300,000 depending on the region, only for citizens of 111 countries. State fees are not included in these amounts.

Does an Uzbekistan residence permit lead to citizenship?

No. Article 19 of the Law "On Citizenship" requires 5 years of continuous residence, renunciation of any other citizenship and knowledge of the state language. The term there is counted from the day of obtaining a residence permit for a stateless person; how it is counted for a foreigner holding an investor's residence permit is clarified with the migration authority.

Can you work with a residence permit in Uzbekistan?

Yes. Annex 20 to PKM No. 86, as amended from 1 July 2026, takes persons who have received a residence permit out of its rules, so they do not need a confirmation of the right to engage in labor activity. An investor with a contribution of 8,500 BRV or more works in their own company even without a residence permit.

Do you need to buy real estate for the $250,000 residence permit?

No, the basis is the payment itself. Housing is needed for registration at the place of residence, but rented housing will do — with the owner's consent or under a lease registered with the tax authority (ZRU-1074, Art. 16).

Which countries' citizens can get a residence permit through real estate?

Citizens of the 111 countries in Annex 6 to UP-5611, among them Russia, Kazakhstan, the UAE, Turkey, India, China, the USA, the United Kingdom and the EU countries. Saudi Arabia, Qatar, Kuwait, Oman, Bahrain and Pakistan are not on the list; their citizens are left with the UP-67 payment and the investor visa.

Does the $50,000 special tax regime give the right to live in Uzbekistan?

Not directly. The regime under UP-180 of 4 October 2025 exempts foreign income from PIT and gives registration at the place of stay for up to 5 years, but not a residence permit or a visa: the basis for stay remains a visa or visa-exempt entry.
