Product certification in Uzbekistan is mandatory, as of October 2026, for products listed in Annex 4 to Cabinet of Ministers Resolution No. 43: they cannot be released into circulation without confirmed conformity. The form depends on the HS (TN VED) code — products of non-high risk need a declaration of conformity, which the applicant itself registers in the National Information System "Technical Regulation" with no state fee, and the rest of the list needs a certificate of conformity from an accredited certification body — and both documents have equal legal force (Art. 24 of Law No. ZRU-819). Food usually also needs a sanitary-epidemiological conclusion, which people often call the "SES certificate".

In short

  • Which form. The HS code decides, under Annex 4 to Resolution No. 43 (as amended by Resolution No. 472 of 7 September 2026): certificate for items 7–64, declaration for items 66–110. Codes are given as ranges with exceptions, so check the full code.
  • Certificate. Issued by any certification body accredited for your product; the price is set by contract. For a batch it runs for the shelf life or warranty period, for serial production for three years (Resolution No. 502, para. 42).
  • Declaration. The applicant registers it itself on tris.uz or my.gov.uz, instantly and with no state fee; for imports before the goods are cleared under the import regime (declaration registration regulation, Resolution No. 831, paras. 4 and 12).
  • Sanitary-epidemiological conclusion. Required for food and agricultural products listed in Annex 3: fee of 1 base calculation unit (BRV, 440,000 UZS), valid three years (Resolution No. 720).
  • Checking and 2027. Documents are visible in the registers on tris.uz; from 1 January 2027 products covered by technical regulations get a national conformity mark (Conformity Uzbekistan) and risk-based assessment, and as new technical regulations are adopted such products are removed from the list (Decree UP-25, para. 6).

Law No. ZRU-819 of 27 February 2023 (in force since 29 August 2023) replaced the earlier laws on certification, technical regulation and conformity assessment (Art. 50). Mandatory conformity confirmation, whether declaration or mandatory certification (Art. 23), applies to products released into circulation, that is, supplied, sold or imported for distribution in business (Arts. 4 and 24).

  • A certificate is issued by a certification body under a contract with the applicant after tests and checks under the chosen scheme (Art. 27).
  • A declaration is adopted by the manufacturer, its authorised representative, the seller or the importer (Art. 26); since 1 May 2025 it is no longer registered with certification bodies but registered in the "Technical Regulation" system (Decree UP-67, para. 4(b)).
  • The sanitary-epidemiological conclusion is a separate document: the law does not cover sanitary, phytosanitary and veterinary measures (Art. 2).

The specially authorised state body is the Uzbek Agency for Technical Regulation under the Cabinet of Ministers (the Agency; helpline 1880), and bodies are accredited by the Uzbek Centre for Accreditation (Law No. ZRU-820; Decree UP-25, para. 3). Resolutions Nos. 43, 502, 720 and 831 are published on lex.uz in Uzbek; quotations are our translation.

When the document is needed: production, sale, customs

The applicant, being the manufacturer, its authorised representative, the seller or the importer (Art. 27), releases products into circulation only after conformity is confirmed and states the document details in the accompanying papers (Art. 29). A seller, including on a marketplace, checks the conformity mark and the safety information in the state language (Art. 43); the importer must ensure that the manufacturer has completed the procedure (Art. 44).

  • Certificate for imports. At the applicant's choice it is obtained before the cargo arrives or after; then the products are released into circulation. A certificate obtained in advance is posted by the importer in the customs "Single Window" and foreign trade systems (para. 2 of the Certification Regulation, Annex 2 to Resolution No. 502, "Regulation No. 502").
  • Without a certificate the Customs Code allows conditional release, but the goods cannot be used or sold until the document is obtained (Art. 22). The programme of measures under Decree UP-174 only instructs ministries to submit to the Cabinet of Ministers, in October 2026, a proposal to obtain import certificates after release but before sale (except food); we found no adopted procedure, so plan the certificate before release.
  • Declaration for imports is registered before the import regime; the data are passed to the "Single Window" (paras. 4 and 6 of Regulation No. 831). For goods made in Uzbekistan both documents are needed before sale.

Mandatory assessment does not apply, among other cases, to goods imported for processing in the customs territory, samples for exhibitions and tests, humanitarian aid, materials for goods not intended for sale in Uzbekistan, and used goods (except vehicles, lifts, solar panels, gas cylinders and others) — note to Annex 4.

Which products need which form

Annex 4 has two parts: products needing a certificate, and products of non-high risk needing a declaration. Examples (list items in brackets):

Some machinery (certain farm and textile machines, cranes, weighing equipment: item 101) needs a declaration. Validity terms follow para. 42 of Regulation No. 502, para. 5 of Regulation No. 831 and para. 4 of Regulation No. 720. Fix the code in advance: customs issues an advance classification ruling, binding on customs and valid for a year (Arts. 370–372 of the Customs Code; a request is considered within 20 days).

Certificate of conformity: step by step

The procedure is set by Regulation No. 502 (in force since November 2024).

  • Body. Apply to any body whose accreditation scope covers your product (Art. 29 of the Law); the register is kept by the Uzbek Centre for Accreditation. Samples are taken where the goods are: a warehouse, a temporary storage warehouse, a customs warehouse or a vehicle (para. 16).
  • Application goes in through the electronic system (tris.uz login is by electronic digital signature or One-ID): details of the parties, HS and MXIK (national product catalogue) codes, scheme, supply contract, technical documents, a label sample in Uzbek (Latin script), the contract with the manufacturer. Foreign documents come with a translation (paras. 9–11).
  • Decision and contract within two working days. The body checks trademarks against the Ministry of Justice portal; if the goods are counterfeit it refuses and informs the Agency and the Ministry of Justice within a day (paras. 12–14).
  • Samples and tests. Sampling within two working days after the decision and payment; the protocol is issued by an accredited laboratory (since 1 September 2026 through "e-akkreditatsiya", Decree UP-25, para. 16); the overall time follows the test methods (paras. 17, 19). Production assessment, if the scheme has it, takes up to 10 working days (para. 35).
  • Certificate. Decision to issue within two working days (para. 40), issuing and entry in the state register within two more (para. 44; the flow chart in Annex 1 says three); validity runs from registration in the register (para. 45). If the scheme provides, the goods are marked with the conformity mark and periodically assessed: the first assessment within 12 months, then yearly (para. 70).

Importers usually use scheme 3S (batch, possible before the cargo arrives) and 3A (identical goods under one contract, except vehicles: one certificate for up to a calendar year, introduced by Resolution No. 472); serial manufacturers use 1S (para. 93). The UzTest centre (Uzbek Centre for Scientific Testing and Quality Control) has been merged into the Uzbek Institute of Standards and its certification bodies abolished; the Institute carries out periodic assessment of UzTest's valid serial certificates (Decree UP-25, para. 3; Resolution No. 472, para. 3).

Declaration of conformity: registration

The procedure is in the Regulation approved by Resolution No. 831 of 26 December 2025.

  • Collect the documents: those confirming conformity (a test report), the management system certificate (if any), the contract and consignment documents for the batch (para. 9).
  • Log in (electronic signature, Mobile-ID or One-ID) to the "Technical Regulation" system or my.gov.uz, or go to a public service centre; the declaration is filed by the manufacturer, its authorised representative, the importer or the distributor (paras. 3, 11–12).
  • Fill in the form: applicant and manufacturer, name, trademark, model, HS and MXIK codes, batch, shipping documents, a reference to the laboratory report from the National Accreditation System (para. 13).
  • The system registers the declaration automatically and at once issues the number, date and QR code; it applies from registration to the stated batch or unit (paras. 13–14).

A registered declaration cannot be corrected: a new one is registered and the old one stays in the system (para. 5). Keep the documents for ten years (para. 15; Art. 26 of the Law says five). Until market surveillance bodies are appointed, supervision is carried out by the Inspectorate for Control in Technical Regulation (para. 3 of the resolution).

Sanitary-epidemiological conclusion (the "SES certificate")

The conclusion confirms that food and agricultural products meet sanitary rules. It is needed for products in Annex 3 to Resolution No. 43 (meat, fish, dairy, fruit, grain and others) when production starts, when the composition changes and on import (paras. 2, 8 of Regulation No. 720). Under Decree UP-84 of 12 May 2026 (Annex 1, para. 1.4) and Resolution No. 396, issuing the conclusion for food passed to the Food Safety Committee, although Resolution No. 720 still names the former committee under the Ministry of Health.

  • Filing and fee: a public service centre or my.gov.uz; fee of 1 BRV (440,000 UZS; 90% via my.gov.uz) plus expertise at tariff rates; the invoice must be paid within three calendar days (paras. 16, 20–21).
  • Terms: a sanitary doctor is assigned within three working days after payment, tests take up to 10 working days; the conclusion is electronic with a QR code (paras. 25, 34, 43).
  • Imports: at least 60% of the shelf life must remain, and reports of internationally accredited laboratories are needed (paras. 13–14, 48). Validity is three years, for imported goods the shelf life, and for identical goods under one contract up to a calendar year (para. 4).
  • Exception: since 1 June 2026, on imports, the conclusion is not required for products of plants certified under FSSC 22000, IFS Food, BRCGS or SQF; the importer then observes sanitary rules in transport and storage (Decree UP-250, para. 17).

Foreign certificates and test reports

A foreign certificate does not automatically replace an Uzbek one. The Recognition Regulation (Annex 2 to Resolution No. 292, para. 6 as amended by Resolution No. 553 of 2 September 2025) recognises certificates, declarations and test reports if: (1) an international agreement on mutual recognition exists; (2) a joint agreement is signed between a local and a foreign conformity assessment body; (3) the reports were issued by a body accredited by an ILAC member accreditation organisation under methods based on international standards (recognised unilaterally if they meet Uzbek technical regulations); (4) Uzbekistan has no accredited laboratory for this product.

There is no special route for EAEU or EU certificates (EAC, CE marks): one of these grounds is needed. Recognition is carried out by a certification body: the application takes two working days (one for perishables) and the decision a working day (paras. 10–16); the result is re-issue as a certificate of the Republic of Uzbekistan and entry in the state register (para. 17). Documents come in Uzbek or Russian, or with an authentic translation (para. 24).

Registers and checking a document online

Check the document before you order a shipment:

Look at the status (valid, suspended, terminated), manufacturer, model, code and term. Documents are issued exclusively through the "Technical Regulation" system (Decree UP-25, Annex 6, para. 8), so absence from the register is a reason for doubt.

Terms and cost

  • Declaration: registration in the system carries no fee and is instant (para. 12 of Regulation No. 831); the tests it relies on are paid separately. Sanitary conclusion: 1 BRV plus expertise; procedural terms run in days.
  • Certificate: there is no single state fee; the body's work and tests are paid under a contract, and we do not name a price because it depends on the product and laboratory. For schemes with a conformity mark there is a one-off payment of 0.5 BRV, 220,000 UZS (Payment Rules, paras. 2, 15). The price does not depend on the country of origin (Art. 24 of the Law), and the overall time is set by testing.

Typical mistakes

  • A guessed HS code: the form of document changes or the product falls off the list.
  • A document for another product or applicant. It must relate to the specific type, batch or unit (para. 5 of Regulation No. 831); the right to use a certificate and mark cannot be transferred (para. 42 of Regulation No. 502).
  • An expired or suspended certificate: it is suspended, for example, if periodic assessment is refused (para. 52). Check the register before each batch.
  • No translation or label in Uzbek (paras. 10–11).

Liability

Company. For breaching mandatory product requirements and not remedying the breach after a warning (Art. 46(1) of the Law), the sanction is a financial penalty of up to 50% of the value of non-conforming products sold, and up to 100% for a repeat within a year (Art. 46(2)); a court imposes it unless the violator admits guilt and pays voluntarily within a month. Those who recalled at least 70% of the products are exempt (Art. 46(4), added by Law ZRU-1088, from 19 January 2026). The absence of conformity documents is a ground to declare the products non-conforming: after the Agency's submission, import and circulation must stop at once and the products be recalled within 7 working days (paras. 5, 12 of Annex 5 to Resolution No. 502).

Officials and individuals (Code of Administrative Responsibility; BRV is 440,000 UZS under Decree UP-115): Art. 212 (non-compliance with technical regulations) carries 1–2 BRV for citizens and 2–3 BRV for officials (440,000–1,320,000 UZS), and 2–3 and 3–10 BRV for a repeat; Art. 214 (breach of certification rules) carries 2–3 BRV (880,000–1,320,000 UZS), and for a repeat 3–5 BRV for citizens and 5–10 BRV for officials. Conformity assessment bodies are liable under the law and their contract (Art. 47 of the Law), and for harm to a citizen's life or health jointly with the seller and manufacturer (Art. 1018 of the Civil Code, from 19 January 2026).

How Pactum helps

Pactum is a law firm in Tashkent (PACTUM-AI CA LLC). We do not issue certificates: accredited bodies and laboratories do that. We determine the form from the HS code, draft a foreign trade contract under which the supplier answers for technical documents, samples, test reports and labelling, check the file for the certification body or the declaration, work with accredited bodies and handle a dispute with an inspection or customs; in court an advocate of a partner bureau represents you under a separate agreement.

Indicative fees: foreign trade contract from 4,000,000 UZS, contract review from 2,000,000 UZS, consultation 300,000 UZS for 60 minutes; the final fee is in a written proposal, and state fees and the costs of the body and laboratory are extra. FAQ

How to get a certificate of conformity in Tashkent?

From any accredited certification body whose scope covers your product: there is no regional tie (Art. 29 of the Law). The application is filed online, samples are taken at your or a customs warehouse, and an accredited laboratory runs the tests.

Product certification on import: certificate or declaration, and when?

The HS code decides: items 7–64 of Annex 4 need a certificate, items 66–110 a declaration. A certificate is obtained before the cargo arrives or after, but before release into circulation, and a declaration is registered before the import regime; under conditional release the goods cannot be sold (Art. 22 of the Customs Code).

What is the SES certificate and is it needed in 2026?

In the acts it is the sanitary-epidemiological conclusion: it is needed for products in Annex 3 to Resolution No. 43, with a fee of 1 BRV and a term of three years. Since 1 June 2026, on imports, it is not required for products of plants certified under FSSC 22000, IFS Food, BRCGS or SQF.

Are certificates from China, Russia, Turkey and the EU recognised?

Not by themselves: they are recognised under an international agreement, an agreement between bodies, reports of ILAC laboratories, or where Uzbekistan has no accredited laboratory; the result is an Uzbek certificate (Resolution No. 292, paras. 6, 17).

How to register a declaration of conformity in Uzbekistan, and what does it cost?

The applicant registers it itself in the "Technical Regulation" system (tris.uz or my.gov.uz) with no fee for registration: an accredited laboratory's test report (tests are paid separately), the contract and the batch shipping documents are needed; the system issues the number and QR code at once (Resolution No. 831, paras. 9, 12–13).

Are a licence, a permit and a cargo certificate the same thing?

No. A certificate confirms product conformity, a licence relates to a type of activity, and customs checks permit-type documents itself and may refuse clearance without them (Art. 249 of the Customs Code). Since 1 September 2026 import permits for food additives, polymers, perfumery and cosmetics are no longer presented at customs clearance: their presence is checked at conformity assessment and when the sanitary conclusion is issued (Decree UP-174, para. 3(a)).
