Asl Belgisi Product Marking in Uzbekistan (2026): Which Goods, Deadlines and Steps
Which goods Uzbekistan marks with Asl Belgisi codes, from what dates, how to register, order and apply codes, what happens on import and what the fines are, as of October 2026.
As of October 2026, digital marking under the "Asl Belgisi" system is mandatory in Uzbekistan for tobacco, alcohol, beer, household appliances, medicines, water and soft drinks, since 1 January 2026 for electric batteries (accumulators) and since 1 May 2026 for fertilisers and plant protection products. A producer or importer registers with the operator, CRPT TURON LLC, orders Data Matrix codes at a tariff of UZS 68 per code excluding VAT, applies them before sale (for imports, before the goods are cleared for import) and passes the goods on by e-invoices that carry the codes; retail cancels the code at an online cash register. The nearest new deadline is 1 July 2027, for vegetable oil and for the fourth group of medicines and medical devices.
In short
- What it is. The Asl Belgisi system was introduced by Cabinet of Ministers Resolution (CMR) No. 737 of 20.11.2020, and its rules are in CMR No. 833 of 31.12.2020. The operator is CRPT TURON LLC (crpt-turon.uz); the Tax Committee supervises compliance.
- Who must act. Producers and importers apply the codes; wholesale, retail and marketplaces connect to the system.
- Which goods. Cigarettes, alcohol and beer since 2021, appliances since 15.04.2022, medicines since 01.09.2022, water and soft drinks since 01.03.2024, batteries since 01.01.2026, agrochemicals since 01.05.2026, vegetable oil from 01.07.2027, dietary supplements from 01.01.2028; footwear has only a plan-level date in 2028.
- Price of codes. UZS 68 per code excluding VAT (CMR No. 833, para. 3), paid when the code is applied to the product (Annex 1, para. 36).
- Liability. 2% of the quarter's net revenue, or 20% for a repeat offence within a year (Art. 227-1 of the Tax Code; the 0.2–2% scale of PP-190 is not in the Code); 100 BRV (UZS 44,000,000) for the responsible officer under Art. 166 of the Administrative Code; in addition, the e-invoice and the cash receipt are blocked.

Asl Belgisi is the national information system for marking and tracing goods. It was introduced by CMR No. 737 of 20.11.2020. The operating procedure is set by CMR No. 833 of 31.12.2020; its Annex 1 (the "Rules") is cited below by paragraph. The operator is CRPT TURON LLC under a public-private partnership agreement with the Tax Committee (CMR No. 737, para. 9; CMR No. 833, para. 2). Supervision belongs to the Tax Committee, which has an Interregional Tax Inspectorate for Control of Digital Marking Rules (PP-190 of 23.05.2025, para. 5).
Every unit of goods receives a unique Data Matrix code: an identification code plus a verification code generated by the operator. A code cannot be reused (Rules, paras. 33, 34, 41).
- Producers and importers apply the codes; wholesale, retail and marketplaces connect to the system (CMR No. 737, para. 5).
- Catering and hotels: the codes of alcohol they buy are treated as sold for final consumption at their premises from 01.06.2026, and those of beer, tobacco, water and soft drinks from 28.08.2026 (UP-100, para. 3, as amended by UP-175).
- Not marked: goods for export and transit, samples for testing and exhibitions, humanitarian aid, goods under customs control and personal imports within duty-exempt norms (Rules, para. 2).
Which goods are marked and from what dates
The list and dates are set by Annex 1 to CMR No. 737 (as amended by CMR No. 23 of 23.01.2026) and by sector resolutions. "All links" means production, import, wholesale and retail; alcohol and tobacco are also subject to the separate excise stamp regime.

What has been postponed and what matters in 2026–2027:
- Water and soft drinks: aggregation and linking codes to e-invoices at producers moved from 1 April 2026 to 1 April 2027; the importers' schedule was not changed (CMR No. 258 of 19.05.2026).
- Medicines: a staged stocktaking of marking codes is scheduled to end in December 2026 (UP-35, Annex 3, item 5); according to the Tax Committee, as of 23.10.2026 it was finished at producers and wholesalers.
- Expiry dates: from 1 March 2026 the cash register does not print a receipt for marked goods past their expiry date (PP-296 of 06.10.2025, para. 1).
- Caveat. The Tax Committee and the operator set dates by product type and HS code in agreement with the Cabinet of Ministers (CMR No. 322, Annex 1, note), and mandatory marking is introduced after a pilot of at least 6 months (CMR No. 737, Annex 1, note). For fertilisers and batteries we found no wholesale and retail schedule on lex.uz as of 26.10.2026, and batteries are not on the CMR No. 322 pilot list, so check your own code.
How a producer or importer gets started
Documents: the registration application and the agreement with the operator, product cards, the code-supply agreement, e-invoices with codes and transfer notices, a declaration stating the AIC, and for medicines the manufacturer's power of attorney.
- E-signature. The registration application is signed with the head's electronic digital signature, and the operator's cabinet is entered with it (Rules, paras. 17, 23). On the legal force of the signature, see our article on e-signatures and e-document exchange.
- Registration. Sign a connection agreement with the operator and file the application: the operator reviews it within 5 working days, and you must register within 7 calendar days from the date the obligation arises (paras. 5, 15–19).
- Equipment. Your own software must be ready to exchange data within 30 days of registration; the operator supplies the order management station (OMS) or opens remote access to it within 90 days of the application (paras. 5, 6, 44).
- Product cards. Enter each product in the system catalogue: GS1 code, HS code, name, packaging, photos; the check takes up to 5 working days. Without a card the product and service identification code (MXIK) cannot be used in e-invoices and receipts; an importer creates the card before the goods cross the border (paras. 28–31, 49-1).
- Ordering codes. Sign a code-supply agreement and order through the OMS: the operator confirms the order within 4 hours. Payment is collected when the code is applied to the product, unused payments are credited, and the former 90-day period for applying codes has been abolished (paras. 35–41; PP-190, para. 2).
- Applying the code. The code goes on the consumer packaging at the plant or warehouse; for imports, as described below. It must be inseparable from the packaging and not covered by other information, and the application is reported through the OMS (paras. 41, 45–48).
- Passing the goods on. A shipment is an e-invoice with the codes plus a transfer notice signed with the e-signature within 3 working days (and no later than the next transfer); the recipient confirms receipt the same way (paras. 66, 67). An e-invoice without a code cannot be issued from 01.09.2025 (PP-190, para. 7); for producers of water and soft drinks, linking codes to e-invoices starts on 01.04.2027.
- Withdrawal from circulation. Retail cancels the code by scanning it at the online cash register. If goods leave circulation another way (defect, expiry, destruction, return), file a request through the tax authorities' systems within 3 working days (paras. 75–79).
Import: codes, the AIC and customs
- Where to apply codes. Abroad before crossing the border, in a customs warehouse or (for conditionally released goods) in a warehouse designated by the importer, before import clearance (Rules, para. 45); unmarked alcohol and tobacco are marked in a customs warehouse (CMR No. 737, para. 5).
- AIC. The operator generates an aggregated import code (AIC) at the importer's request, and it is stated in the customs declaration. Clearance under the import regime is prohibited without it (CMR No. 737, para. 5; Rules, paras. 54–56).
- Authenticity of codes. Under CMR No. 56 of 11.02.2026, goods are cleared only after the system confirms the codes are genuine, and the Customs Committee checks for codes at the border (paras. 5, 6).
- Codes of another country. CMR No. 56 approved introducing mutual recognition of water and soft-drink codes with partner states from 01.06.2026, with the Tax Committee as the recognising body (paras. 2, 3). We found no act on lex.uz for other product groups, so check with the operator.
- Agrochemicals. From 01.05.2026 the permit of the Plant Quarantine Agency carries a note on mandatory marking; without a code you get 30 days, after which clearance is refused (CMR No. 203).
- Medicines. An importer needs the manufacturer's power of attorney to obtain codes, certified by the competent authorities of the manufacturer's country; a foreign manufacturer must have an accredited representative office or a contract with a local legal entity (within 12 months of marking being introduced for its group; CMR No. 149, paras. 4, 5).
Wholesale, retail and marketplaces
- Wholesale. Accepts goods by e-invoice with codes, does not sell them at retail and works only by bank transfer (CMR No. 737, para. 5; PP-190, para. 3; CMR No. 407, para. 10; Tax Committee, 21.10.2026).
- Retail. Needs registration in the system and a 2D scanner connected to the online cash register: no receipt is issued without entering the code or when the code was already used (PP-190, para. 7; PP-203 of 30.05.2024, para. 1). Tax can be reduced by the price of a scanner, up to 4 BRV (UZS 1,760,000) per device, until 01.01.2027 (PP-203, para. 4; Tax Code, Art. 483).
- E-invoices. From 01.07.2026 the system automatically checks the licence, registration and codes when an e-invoice is issued, and an e-invoice to a retail shop is generated if the shop has a code scanner (CMR No. 23, para. 4).
- Marketplaces and online sales. The same obligations apply; when goods are shipped to the buyer, the codes are withdrawn from circulation by a request (Rules, para. 80).
What it costs
| Item | Amount | Source |
|---|---|---|
| Marking code | UZS 68 per code excluding VAT; a foreign manufacturer may pay in foreign currency at the Central Bank rate | CMR No. 833, para. 3 |
| Aggregation codes and other codes not applied to the product; codes for pilot participants | Provided without charge | CMR No. 833, para. 3 (as amended by PP-190); CMR No. 322, para. 4 |
| Import customs duty on marking equipment (four HS codes) | Exempt from 01.06.2024 to 01.06.2027 | PP-203, para. 5 |
We found no tariff in the acts for equipment or integrator services. The base calculation unit (BRV) is UZS 440,000 from 01.09.2026 (UP-115 of 23.06.2026).
Fines and consequences
Buying, storing, putting into circulation and withdrawing unmarked goods after the group's date is a violation and a ground for liability (Rules, para. 3); storing unmarked appliances for sale is directly prohibited by the Retail Trade Rules (CMR No. 75, para. 168-1).
| Violation | Consequence | Basis |
|---|---|---|
| Breach of marking rules by a producer, importer or seller | 2% of net revenue for the last reporting quarter with sales; a repeat within a year, 20% (on UZS 1 billion: UZS 20 million and 200 million) | Tax Code, Art. 227-1 |
| The same, officer of a producer or importer | 100 BRV = UZS 44,000,000 | Administrative Code, Art. 166, part 4 |
| Selling unmarked goods treated as a breach of trade rules | Officer: 20 BRV = UZS 8,800,000; 40 BRV where the goods are worth 100–300 BRV, 80 BRV where they are worth 300–500 BRV | Administrative Code, Art. 164; Retail Trade Rules, para. 189 |
| Alcohol and tobacco without a stamp, without marking or with forged codes | Withdrawal from circulation, cancellation of the trading licence | UP-84, para. 4 |
| Unmarked medicines found during an inspection | Suspension of the licence at the tax authority's initiative | PP-190, para. 9 |
| Any breach | High tax risk; remote audit of up to 5 days, once the Tax Code is amended | PP-190, paras. 7, 8; CMR No. 23, Annex 2, item 9 |
The remote audit procedure is already in the Regulation on Tax Audits (CMR No. 1, Chapter 7, as amended by CMR No. 23): a warning in the my.soliq.uz cabinet, an audit of up to 5 days, an act sent to the cabinet; agreement or refusal within 5 days, objections under the act form within 3 working days (plan for that period), silence counts as consent; the decision within 3–5 working days, the fine payable within a month, an appeal to a higher tax authority or the court. However, the Tax Committee stated on 31.03.2026 that such audits will start once the Tax Code is amended. Following a written clarification from the tax authority excludes guilt (Tax Code, Art. 215(1)(3)); mitigating circumstances are in Art. 216.
PP-190 (para. 8, Annex 2) sets a different scale for such audits: after a second warning, 0.2% of the quarter's net revenue for the first case, then 0.4%, 1% and 2% for further cases within a year; after a fourth-tier fine, VAT is not refunded for a year. The law amending the Tax Code (draft PZ-169) was adopted by the Legislative Chamber on 17.02.2026 and approved by the Senate on 18.05.2026, but as of 26.10.2026 it is not on lex.uz and Art. 227-1 still provides for 2% and 20%; which rate applies is checked case by case.
The foreign supplier contract: who applies the codes
The importer answers to the state, so it is sensible to shift the risk to the supplier in the foreign trade contract and the supply contract. What to put in writing:
- who applies the codes and where (the plant before dispatch or a customs warehouse), who orders them and in what currency they are paid;
- the deadline for passing the application data and a packaging layout with a place for the code;
- consequences of shipping without codes or with unreadable ones: replacement, return, withholding payment, reimbursement of fines;
- the manufacturer's power of attorney to obtain codes (mandatory for medicines).
Typical mistakes
- Missing the 7-day registration deadline or not creating product cards: without them there is neither an e-invoice nor a receipt.
- Taking cash in wholesale or selling marked goods at retail from a wholesale business.
- Not entering stock in the system and missing the transition periods (water and appliances: 6, 9 and 12 months; unmarked stock of group 1–3 medicines: by 01.08.2025, 01.11.2025 and 01.03.2026).
- Ignoring warnings and the act in the cabinet: silence counts as consent.
- Accepting a code "as is": a repeated, unreadable or unregistered code makes the goods unmarked (Rules, paras. 4, 43).

FAQ
What is Asl Belgisi?
It is Uzbekistan's national system for digital marking of goods: each unit gets a unique Data Matrix code, and the system follows the goods from the plant or the border to the cash register. The operator is CRPT TURON LLC and the regulator is the Tax Committee.
How do I register in Asl Belgisi (ro‘yxatdan o‘tish)?
Get the head's e-signature, sign a connection agreement with the operator and file the application within 7 calendar days of the date the obligation arises. The operator reviews it in 5 working days; then create product cards and order codes through the order management station.
Which goods are subject to mandatory marking in Uzbekistan in 2026?
Tobacco, alcohol, beer, household appliances, medicines and part of the medical devices, water and soft drinks, electric batteries since 01.01.2026, and fertilisers and plant protection products since 01.05.2026. Vegetable oil and group 4 medicines and medical devices follow on 01.07.2027.
How much does Asl Belgisi marking cost?
A code costs UZS 68 excluding VAT, paid when it is applied; aggregation codes are provided without charge. Equipment and integrator services are paid for separately.
What is the fine for missing marking in Uzbekistan?
For a company, 2% of the quarter's net revenue, or 20% for a repeat within a year (Art. 227-1 of the Tax Code). For an officer of a producer or importer, 100 BRV, which is UZS 44,000,000 (Art. 166 of the Administrative Code). For trading without marking, Art. 164 of the Administrative Code and a blocked cash receipt.
Is marking required on import and where do I apply the codes?
Yes, the obligation lies with the importer. Codes are applied before the goods cross the border, in a customs warehouse or in the importer's warehouse before clearance; the declaration must state the aggregated import code, otherwise the goods are not cleared.
When does marking become mandatory for vegetable oil, dietary supplements and footwear?
Vegetable oil from 1 July 2027 (the pilot has run since 1 July 2026), dietary supplements from 1 January 2028 (UP-35), and for footwear the PP-250 action plan sets 1 January 2028 for introducing the system, with no rules yet.
