As of October 2026, most state fees for business in Uzbekistan (state duties and service fees) are set in base calculation values (BRV): from 1 September 2026 the BRV is UZS 440,000 instead of UZS 412,000 (Presidential Decree No. UP-115 of 23 June 2026). Registering or re-registering an LLC or a sole proprietor costs 1 BRV (UZS 440,000); a licence is a review fee plus a state duty for issue (a clinic costs 20 BRV, UZS 8,800,000); the confirmation of a foreigner's right to work costs 2 to 31 BRV; a company's trademark in one class costs 11.6 BRV (UZS 5,104,000).

In short

  • BRV: UZS 440,000 from 1 September 2026 (UP-115, para. 3), UZS 412,000 before that, from 1 August 2025 (UP-91). The decree does not change the multiples, so every amount in sum rose by 6.8%.
  • Registration and changes: 1 BRV, UZS 440,000; 90% (UZS 396,000) if you apply yourself through my.gov.uz. Registering a self-employed person with at least six months' standing, and recording a branch of an Uzbek legal entity, carry no charge.
  • A licence is two payments: a fee for reviewing the application and a state duty for issue. Passenger transport within the country is 2 BRV plus 1 to 3.5 BRV per vehicle a year; a cargo licence is needed only for international haulage.
  • Right to work for a foreigner: 1 BRV for review plus 1, 2, 5 or 30 BRV for issue, from UZS 880,000 to UZS 13,640,000; the issue fee is paid within 5 working days.
  • Trademark: a company pays 11.6 BRV (UZS 5,104,000) for one class and an individual 6.8 BRV (UZS 2,992,000); there is no separate duty for acceleration.
  • Construction: no duty for a permit; today the start of works is notified (fee up to UZS 220,000), and from the end of December 2026 a permit to start works is introduced (ZRU-1179).

The BRV (base calculation value) is the unit in which laws express state duties, fees and fines. Para. 3(b)(ii) of Decree No. UP-115 of 23 June 2026 sets the BRV at UZS 440,000 from 1 September 2026; the previous UZS 412,000 applied from 1 August 2025 (Decree No. UP-91 of 2 June 2025, para. 3(b)(ii)). The decree does not change the multiples, so every amount expressed in BRV rose by 6.8%, or UZS 28,000 for each BRV.

Who pays, when and how

  • Payer: an individual or a legal entity applying for an act or a document (Art. 4 of Law No. ZRU-600 "On State Duty"). The duty is paid before the act or the issue of the document, in cash or by bank transfer (Art. 17).
  • Registration. The system determines the rate automatically; you pay by card online, at a bank cash desk quoting the request number, or by transfer from a bank account (para. 14 of the Registration Regulation, Annex 1 to CMR No. 66). Electronic payment adds a 1% commission (para. 5).
  • Licence. The review fee is paid when you file: without it the application does not reach the authority (paras. 14–16 of the Unified Licensing Regulation, CMR No. 80). After the decision you receive an invoice for the state duty and have 30 days to pay, otherwise the decision is annulled (paras. 28–29).
  • Right to work. The order is similar (CMR No. 86, paras. 14–16 and 28–30), but the issue fee is paid within 5 working days of the notification (Art. 111, part 8, of Law No. ZRU-642 "On Employment of the Population"); the CMR gives 30 days, and the law is shorter.
  • 10% discount. If you apply yourself through my.gov.uz, duties, fees and other payments are 90% of the amount payable at a public service centre or directly to the authority (Art. 22¹); the 50% discount for people on the social protection register does not apply to business applications (Art. 22²).
  • Refunds. A registration duty is not refunded even after a refusal, except for overpayment (paras. 14 and 48 of the Regulation); a licence review fee is not refunded after a refusal or a withdrawn application (Art. 35 of Law No. ZRU-701).

Tables: state duties and fees for business at a BRV of UZS 440,000

The amounts are base amounts (public service centre or the authority directly); if you apply for a public service yourself through my.gov.uz, they are 90% (Art. 22¹ of ZRU-600). ZRU-600 is the Law "On State Duty", ZRU-701 the Law "On Licensing, Permitting and Notification Procedures", CMR a Cabinet of Ministers Resolution, Regulation the Registration Regulation (Annex 1 to CMR 66). Sub-item letters follow the Uzbek Latin text of the acts (a, b, v, g, d, e).

No duty is charged for registering self-employed persons with at least six months of standing (as a sole proprietor or a legal entity), farms (dehkan), homeowners' associations and separate units of non-profit organisations (Art. 15 of ZRU-600).

Licences: review fee plus state duty

In the "BRV" column the first number is the review fee in the general order (para. 6 of the licence passport; an expedited order, where there is one, costs more) and the second is the state duty for issue (para. 7 of the passport; the Annex to ZRU-600). Applications go through license.gov.uz or my.gov.uz.

There is no state duty for the road transport licence itself: the duty is paid for the licence sheet of each vehicle, and a sheet is issued for at least a year (CMR 636, Annexes 7 and 8). Electric and hybrid vehicles are exempt from the sheet duty for passenger transport until 1 January 2030. A cargo licence is needed only for international haulage (Annex 1 to ZRU-701); dangerous and oversize or heavy loads need separate permit documents (Annex 2, items 1–2).

Later steps cost less than the issue. Re-issue on the licensee's application is half the fee and no duty (CMR 80, para. 33), and a change of name, address or legal form is entered into the licence automatically without payment (UP-214 of 14 November 2025, para. 4(b), from 1 January 2026); renewal of a fixed-term licence is half the fee plus the duty (paras. 35–36); an amendment is half the fee plus 50% of the duty (para. 38). For activities carried out by notification the fee is capped at 50% of the BRV, UZS 220,000 (Art. 38 of ZRU-701), except for notifications on alcohol retail and on alcohol sales in catering.

Work permit and registration of a foreigner

The confirmation of the right to work (the work permit) is issued by the Ministry of Employment and Poverty Reduction within 15 working days: 1 BRV for review and a fee for issue depending on the category (Art. 111 of ZRU-642; Annex 20 to CMR 86, as amended by CMR No. 176 of 16 April 2026). Applications go through license.gov.uz or my.gov.uz.

More detail is in our articles on the work permit for a foreigner and on registering foreigners.

Trademark

The rates come from item 12 of the Annex to ZRU-600; the calculation matches our article "How much does a trademark cost in Uzbekistan". The first number is a legal entity, the second an individual. Expedited registration has no separate rate (item 12; Art. 15 of Law No. 267-II).

An application to open insolvency proceedings costs 3 BRV (UZS 1,320,000, item 2(v)); appeal, cassation and review complaints cost 50% of the first-instance rate (item 2(d)). Small businesses pay 50% of the rates in item 2(a), (b), (v), (g) and (e) in cases connected with their business activity. A claim of UZS 50,000,000 costs UZS 1,000,000 in duty (UZS 500,000 for a small business).

Construction permit: what you pay

The Annex to ZRU-600 has no separate rate for a "construction permit". Since 1 March 2019 a notification of the start of works has been filed instead of a permit for construction and installation works (PP-4160 of 5 February 2019, para. 3); its fee is capped at 50% of the BRV, UZS 220,000 (Art. 38 of ZRU-701). This is changing: Law No. ZRU-1179 of 28 September 2026 replaces the notification with a permit from the construction and housing and communal services control inspectorate (except for roads and artificial structures) and enters into force three months after its publication on 29 September 2026, that is at the end of December 2026; any fee will be set by the procedure's passport. The architectural and planning assignment, project approval, the reconstruction permit and the commissioning act are permit documents (Annex 2 to ZRU-701, items 29–33); any fee for them is set by the procedure's passport (Art. 35).

The state duty is set by law and the review fee by the passport within the authority's costs (Art. 35 of ZRU-701); both go to the state whoever prepares the documents, and a lawyer's work is paid separately.

Typical mistakes

  • Using a BRV of UZS 412,000: in materials written before 1 September 2026 each BRV is UZS 28,000 cheaper.
  • Paying only the state duty for a licence: for a clinic the review fee is three times the duty (15 against 5 BRV).
  • Missing the payment deadline after the decision: for a licence the decision is annulled after 30 days and you file again; the law requires the right-to-work fee to be paid within 5 working days.

FAQ

What is the base calculation value (BRV) in Uzbekistan in 2026?

UZS 440,000 from 1 September 2026 (Decree UP-115, para. 3) and UZS 412,000 before that, from 1 August 2025. The increase is 6.8%, or UZS 28,000 per BRV.

What is the state fee for registering an LLC in Uzbekistan in 2026?

1 BRV: UZS 440,000 at a public service centre and UZS 396,000 if you apply yourself through my.gov.uz; electronic payment adds a 1% commission. Self-employed persons with at least six months of standing register without a duty.

How much does a licence cost in Uzbekistan?

A licence is a review fee plus a state duty for issue. Among the licences in the tables the range is from 3 BRV (UZS 1,320,000: a minibus up to 14 seats, first year) to 205 BRV (UZS 90,200,000: alcohol wholesale, first year); a pharmacy and education are 12 BRV each and a clinic is 20 BRV.

How much does a passenger transport licence cost?

The review fee is 2 BRV (UZS 880,000) per application, plus the duty for the annual licence sheet of each vehicle: a bus or minibus up to 14 seats is 1 BRV (UZS 440,000), over 14 seats 2.5 BRV (UZS 1,100,000), a car up to 4 seats 2 BRV (UZS 880,000), over 4 seats 3.5 BRV (UZS 1,540,000). International transport is 28, 22 and 7 BRV per vehicle; there is no duty for the licence itself.

How much does a cargo transport licence cost?

A licence is needed only for international haulage by road: 2 BRV (UZS 880,000) for review and 7 BRV (UZS 3,080,000) for the annual sheet of each vehicle; there is no duty for tractor-unit sheets. Annex 1 to ZRU-701 does not name a licence for domestic road freight.

How much does a work permit cost in Uzbekistan?

1 BRV for review plus 1, 2, 5 or 30 BRV for issue depending on the category: from UZS 880,000 for a highly qualified specialist to UZS 13,640,000 for other foreigners. Review takes 15 working days, and the issue fee is paid within 5 working days.

How much does a construction permit cost in Uzbekistan?

ZRU-600 has no rate for a "construction permit". Today the start of works is filed by notification with a fee of up to 50% of the BRV (UZS 220,000); from the end of December 2026 a permit to start works replaces the notification (ZRU-1179), and any fee for it will be set by the procedure's passport. The fees for the architectural and planning assignment and for commissioning are checked on my.gov.uz.

What is the state fee for expedited trademark registration?

The Annex to ZRU-600 has no separate duty for acceleration: a company pays 11.6 BRV (UZS 5,104,000) for one class and an individual 6.8 BRV. Acceleration is possible by agreement of the parties when an information search on registrability is carried out: the examination then takes one month from the decision to accept the application instead of six to seven months from filing (Art. 15 of Law No. 267-II); the price of the search is clarified at the Intellectual Property Centre.
