In short

How much does a medical or pharmacy licence cost in Uzbekistan and how long does it take?

As of November 2026, the licence for medical activity and the licence for pharmaceutical activity (a pharmacy) in Uzbekistan are issued by the Ministry of Health and can be obtained only by a legal entity — not by a sole proprietor or an individual doctor. Clinics, dental practices, laboratories and diagnostic centres obtain one licence for medical activity: the decision takes 30 days, the licence is valid for 5 years, and one specialty costs 15 BRV in fees plus 5 BRV in state duty, UZS 8,800,000 at a BRV of UZS 440,000. A pharmacy gets its decision within 7 working days and a licence for 5 years, with a fee of 2 BRV (UZS 880,000) and a duty of 10 BRV (UZS 4,400,000). Operating without a licence costs a legal entity a fine of 300 BRV (UZS 132,000,000). Pactum handles the whole process from UZS 50,000,000; fees and duties are paid separately.

Where money is lost

What usually goes wrong

These are not abstract risks but the scenarios that break deals and turn decisions of state authorities against you.

The lease was signed and the refit done before any check

The rent and refit are paid for, but the premises fail the sanitary, fire-safety or accessibility requirements — the expert review gives a negative opinion and there is no licence.

Typical mistake: The premises were checked after the refit instead of before the lease. Another trap: the medical activity passport requires premises and equipment held by ownership or another right in rem and does not name a lease — the contract is checked before signing.

A minimum of specialties was declared, but patients are seen in all of them

Working outside the specialties in the licence is a gross violation: suspension, and for systematic violations annulment through the court and a year with no new licence for the company or for new firms of its founder.

Typical mistake: The fee per specialty was saved on. The list is chosen a year ahead: the fee, the staff and the sterilisation all depend on it.

A dental practice without its own sterilisation unit

For surgical specialties, including dentistry, an in-house sterilisation unit is a gross licence requirement, and a contract with an outside organisation is not enough.

Typical mistake: The rule for therapy and diagnostics, where a contract is sufficient, was applied to surgery.

The decision came, but the payment deadline was missed

The decision to grant the licence is cancelled and the cycle starts again — with a new review fee and a finished clinic or pharmacy standing idle.

Typical mistake: Nobody budgeted the 30 days for paying the duty after the notice. The money for the duty is set aside before filing.

The pharmacy was opened as a sole proprietor or bought as equipment

A sole proprietor cannot obtain the licence, and a licence is issued to a legal entity and cannot be transferred: a point bought without the seller's legal entity cannot operate.

Typical mistake: Nobody knew the law prohibits transferring a licence. A pharmacy or clinic is bought together with the legal entity (a stake), not as property.

A pharmacy manager without the required education

Having no qualified manager is a gross violation of the pharmacy passport: suspension of the licence, and for systematic violations annulment on the authority's claim.

Typical mistake: An experienced sales assistant was appointed as manager. The role requires a higher pharmaceutical education or a higher medical education plus a special course at a pharmaceutical higher education institution.

Outcome

What you get

Type and scope of the licence

The clinic's specialties a year ahead, or the type of pharmaceutical licence — retail, wholesale, compounding, manufacture.

Checks before the lease and purchases

Premises, equipment, doctors with qualification categories and certificates, the pharmacy manager — checked against the licence passport before you sign.

An LLC for the clinic or pharmacy

Company registration, because a sole proprietor or an individual doctor cannot hold the licence, from UZS 1,500,000; a foreign participant is allowed.

Application and expert review

Filing with an e-signature through license.gov.uz or my.gov.uz, replies to the Licensing Centre's notices, curing defects within the time allowed.

X-ray, branches, new addresses

The X-ray equipment permit together with the licence, and adding a branch, address or specialty to the licence.

Support after the licence is granted

Renewal after 5 years, re-registration after a change of name or address, inspections and lifting a suspension.

How we work

How it works

  1. 01

    Reviewing the task

What you are opening — a clinic, dental practice, laboratory, pharmacy or wholesale business — decides the licence passport, the fee and the premises and staff requirements.

  2. 02

    Company, premises, staff

We register the LLC or check the existing one and check the premises, equipment and staff against the passport.

  3. 037 working days to 30 days

    Filing and expert review

The application with an e-signature, payment of the fee, opinions of the approving bodies. A clinic decision takes 30 days, a pharmacy decision 7 working days.

  4. 04up to 30 days

    Duty and launch

The duty is paid within 30 days of the notice and the licence with a QR code arrives in your personal account; then the connection to the e-health system.

A clinic with one specialty pays the state UZS 8,800,000 and a pharmacy UZS 5,280,000. What costs more is premises, equipment and staff that fail the expert review, and missed deadlines. That is why the work starts with checks before the lease, not with the filing.

Questions

Frequently asked questions

How much does a medical licence cost in Uzbekistan?
For one specialty: a 15 BRV (UZS 6,600,000) review fee plus a 5 BRV (UZS 2,200,000) state duty, UZS 8,800,000 in total at a BRV of UZS 440,000. Each further specialty adds 4 BRV (outpatient, diagnostic) or 5 BRV (inpatient).
How much does a pharmacy licence cost?
A review fee of UZS 880,000 (2 BRV) and a state duty of UZS 4,400,000 (10 BRV), UZS 5,280,000 in total — the same in Tashkent and the regions. The licence is issued for 5 years.
How much does it cost to have a clinic or pharmacy licence handled for you?
At Pactum the lawyers' work starts from UZS 50,000,000; the total depends on the number of specialties and branches and on the state of the premises, equipment and staff at filing. Fees and duties are paid separately, directly to the state. The Ministry of Health makes the decision, and we do not promise that the licence will be granted.
Can a sole proprietor or a doctor get a medical licence or open a pharmacy?
No. Medical and pharmaceutical licences are issued only to legal entities, so a doctor or an entrepreneur first registers an LLC — at Pactum from UZS 1,500,000.
How long does it take to get the licence?
A clinic gets its decision in 30 days, a pharmacy in 7 working days, and pharmaceutical wholesale and manufacture in 15 working days (5 expedited). After the decision there are 30 days to pay the duty. Most of the time goes into preparing the premises, equipment and staff, not into the review.
Do I need a licence for a dental practice?
Yes, a dental practice operates under the licence for medical activity. The passport requires its own sterilisation unit, and X-ray equipment needs a separate permit, which can be obtained together with the licence.
Can I buy a clinic or a pharmacy together with its licence?
Only together with the legal entity. Transferring a licence to other persons is prohibited (Art. 13 of ZRU-701), so you buy a stake in the licensed company, not the premises and equipment. In a reorganisation other than a conversion the licence may lapse, so the deal structure is chosen in advance.
Does a pharmacy point need a licence?
Yes. The law allows medicines to be sold at retail only by pharmacies and their branches, and there is no separate "pharmacy point" category. The outlet is set up as a pharmacy or a branch and entered in the licence.
