Which license is required for crypto activity in Uzbekistan and what does it cost?

Uzbekistan licenses four types of crypto-asset activity: crypto exchange, crypto shop, crypto depository and mining pool. The license is issued by the National Agency of Perspective Projects (NAPP) and only to a legal entity resident in Uzbekistan; companies from offshore zones cannot be participants of a provider. The electronic platform and the servers must be located in Uzbekistan, and data is kept for five years. A decision is taken within 20 working days. The state fee for a crypto exchange license is 73,400 BCV — the basic calculation value, which at 412,000 UZS in July 2026 puts the fee above 30 billion UZS — while a crypto shop costs 3,700 BCV and a mining pool 3,000 BCV.

The company holds corporate USDT on a foreign exchange

This falls under art. 155-4 of the Code of Administrative Liability with confiscation of the asset, and on repetition under art. 278-8 of the Criminal Code. The treasury balance turns into an object of confiscation.

Typical mistake: People assume the ban applies only to exchange businesses. Since 1 January 2023 citizens and legal entities of Uzbekistan may buy, sell and exchange crypto-assets solely through national providers — and that covers the company's own transactions as well.

The fee was paid and the application refused

The state fee is not refunded, and the reserved charter capital stays frozen. A year of preparation burns down in 20 working days.

Typical mistake: The file is assembled to match a checklist. Since 3 June 2026 the Regulation contains reasoned judgment: NAPP assesses substance rather than form, relying among other things on information from foreign regulators, and this is a standalone ground for refusal. What has to be prepared is an answer to doubts about the beneficial owners, the source of capital and the group's reputation.

An operating provider has its license withdrawn

The NAPP registry already lists terminated licenses next to active ones — including a crypto exchange whose license was terminated on 25 May 2026. Withdrawal zeroes out the entire business.

Typical mistake: The license is treated as perpetual property and post-licensing compliance is where the budget is cut. Yet the monthly fee is paid in advance: 740 BCV a month for a crypto exchange, 185 BCV for a crypto shop.

A mining farm operates without a permit

Art. 155-5 of the Code of Administrative Liability means administrative arrest or a fine with confiscation of the equipment; on repetition and for concealed mining, art. 278-9 of the Criminal Code applies, up to imprisonment. Seizure of the ASIC fleet is a direct loss.

Typical mistake: Equipment is imported and connected to the common grid. Yet mining is carried out only by a legal entity, on electricity from a solar photovoltaic plant (outside the Besqala Mining Valley zone), with mandatory registration at the Agency and only at the registered address; connecting to the unified power system triggers a multiplying coefficient of 2.

A foreign platform serves Uzbek clients cross-border

The structure has to be rebuilt after the money has already gone into localization and marketing, and the risk sits with the director of the local entity.

Typical mistake: The offshore parent assumes it is enough to accept clients online. The license is issued only to a resident of Uzbekistan, separately for each type of activity, and an offshore company cannot be a participant of a provider.

Advertising promises that goods can be paid for in cryptocurrency

A provider is prohibited from advertising that points to the possibility of using crypto-assets as a means of payment in Uzbekistan.

Typical mistake: Marketing is copied from the template of a foreign project where such wording is allowed, and the objection lands on a campaign that is already running.

The amounts are stated in basic calculation values: the BCV is 412,000 UZS from 1 August 2025 and 440,000 UZS from 1 September 2026, so the figure in soum depends on the date of payment. Separately from the licenses there is a mining permit — it is obtained by the mining company, not by the pool.

Can a citizen of Uzbekistan trade on a foreign exchange?
No. Since 1 January 2023 citizens and legal entities of Uzbekistan may buy, sell and exchange crypto-assets solely through national service providers licensed by NAPP. The rule applies to a company's own transactions too, not only to an exchange business.
Is tax payable on cryptocurrency transactions?
Until 1 January 2029 transactions of individuals and legal entities with crypto-assets are not subject to taxation, and income from such transactions is not included in aggregate income. This is a separate relief under PP-3832, and it does not cancel the provider's obligations as a taxpayer in respect of its other activity.
How much does a crypto license in Uzbekistan cost?
The state fee for issuing a license is 73,400 BCV for a crypto exchange, 7,000 BCV for a crypto depository, 3,700 BCV for a crypto shop and 3,000 BCV for a mining pool. At a basic calculation value of 412,000 UZS the exchange fee exceeds 30 billion UZS. On top of the fee there is a monthly fee, and the charter capital has to be formed.
Can a foreign company obtain the license?
No. The license is issued to a legal entity resident in the Republic of Uzbekistan, and companies registered in offshore zones cannot be participants of a provider. A foreign project needs to set up a local entity and sort out the ownership chain in advance.
How long does it take to obtain the license?
The NAPP decision itself is taken within 20 working days from the day the application is received. Most of the time goes into preparation: registering the entity, forming and reserving the capital, hosting the platform on servers in Uzbekistan, and the internal AML/CFT documents.
What is NAPP's reasoned judgment?
Since 3 June 2026 the Regulation on licensing contains reasoned judgment: the Agency may assess the substance of an application, not only the completeness of the documents, relying on supervisory data and information from various sources, including foreign regulators. This is a standalone ground for refusal, so the file is prepared to remove doubts about the beneficial owners and the source of capital.
Is a license needed for mining?
A mining pool is a licensed type of activity. Mining itself is carried out by a legal entity under a permit with mandatory registration at the Agency, on electricity from a solar photovoltaic plant, except in the Besqala Mining Valley zone; connecting to the unified power system applies a multiplying coefficient of 2 to the tariff.
What are the consequences of operating without a license?
Unlawful acquisition, sale or exchange of crypto-assets falls under art. 155-4 of the Code of Administrative Liability with confiscation of the object of the offence, and unlawful mining under art. 155-5 of the same Code. On repetition, art. 278-8 and art. 278-9 of the Criminal Code apply. The exact qualification depends on the amount, which is determined separately.
How can I check whether a platform holds a license?
Active and terminated provider licenses, as well as mining permits, are published in NAPP's electronic registry. It is worth checking before transferring funds: the registry also contains terminated licenses, including a crypto exchange whose license was terminated on 25 May 2026.
